Melissa Howard, CDP, PE

Ms. Howard is an Assistant Project Manager with Gannett Fleming Valuation and Rate Consultants, LLC (GFVRC) based in Harrisburg, PA. She has been with the firm since 2007 and performs depreciation studies for electric, gas, water/wastewater, and pipeline companies throughout the United States. She provides support for these studies in rate case proceedings before multiple jurisdictions. Prior to joining GFVRC, Ms. Howard worked as a Civil Engineer for Gannett Fleming, Inc. (GFVRC’s parent company) performing hydrologic and hydraulic analyses for dam and other water resource projects. Her previous experience also included working with consulting engineers who specialize in transportation and land development. Ms. Howard holds a B.S. in Civil Engineering and an M.B.A. from Temple University in Philadelphia, PA as well as an M.S. in Civil Engineering from Lehigh University in Bethlehem, PA. She served as SDP’s treasurer from 2019 through 2023.
